After a decade of developing public-private partnerships, programs and research to inform and address opportunities and challenges with high technology workforce and economic development, Joy joined Lake Washington Institute of Technology as an Associate Dean, then Edmonds Community College as Director of Grants and Special Initiatives. Her work with these colleges led her to UW Bothell in 2016 where she served as Institutional Research & Evaluation Specialist, focusing on developing and advancing institutional initiatives through data-informed decision making.
With strong desire to return to her roots of workforce development, she joined Workforce Snohomish as Director of Development and Communication in 2019 and was appointed Interim CEO in January 2020. Joy holds a MA in Communication Leadership from the University of Washington.
