Dr. Bradley Ray (RTI) is a research sociologist in RTI’s Division for Applied Justice Research. He is a community-engaged researcher that focuses on mental health and substance use disorders, particularly where these populations intersect with criminal-legal systems. Dr. Ray co-led an evaluation of the SAMSHA Medication-Assisted Treatment and Prescription Drug and Opioid Addiction grant in Indiana from 2016 to 2018 (1H79TI026149) and before that a women’s assistance program at the Marion County, Indiana Supreme Court (5H79TI023066). He later went on to lead technical assistance efforts to implement medications for opioid use disorder in county jails across eight facilities in Michigan with funding from SAMHSA’s State Opioid Response (SOR) program. Dr. Ray has managed and supported numerous federal grants including programs to design, implement, and evaluate the integration of peer recovery coaches in both emergency medicine (1R21DA045850) and criminal-legal settings (R34DA041640) from NIDA, and to improve the accuracy of pretrial release decisions with funding from the NIJ (2018-R2-CX-0023). For nearly 20 years he has been involved in overdose prevention activities by improving and evaluating harm reduction practices. Much of his recent research has focused on examining whether law enforcement efforts to disrupt the illicit drug market have the unintended impact of increasing overdose deaths and has awarded a CDC R01 to conduct a study of this iatrogenic effect (R01CE003362). His methodological focus includes the use of mixed-methods approaches, including record linkage among large administrative data sets, but emphasizes the importance of including and elevating the voices of the study population.
