Vicky Butler is the Plymouth County Outreach Program Director, a full-time position she has held since September 2019. Ms. Butler began her mission to fight Substance Use Disorder with Plymouth County Outreach as a volunteer Recovery Coach conducting follow up home visits in June of 2017. As a person in recovery, Ms. Butler has continued to volunteer in her community to give back and provide hope for those struggling with substance use and mental health disorders. In February of 2018 she transitioned into an AmeriCorps position with the Police Assisted Addiction Recovery Initiative (PAARI) working directly with Plymouth County Outreach (PCO) to build capacity as a Program Coordinator. In February of 2019, she was promoted to the COAP funded position of PCO Operations Supervisor, overseeing the day-to-day operations of the program. In September of 2019, Ms. Butler was promoted to the COAP funded position of PCO Program Director where she liaisons with PCO’s 27 municipal police departments, outreach officers and Chiefs, one state university, and all its medical and other community partners. In her current role, Ms. Butler provides administrative oversight of the Plymouth County Outreach program including managing the Tier 2 Initiative; supervision of PCO Recovery Coach Team members and PCO Operations Supervisor; grant reporting; and budget management. Ms. Butler provides education and technical assistance to law enforcement, outreach team members and partnership organizations to ensure overdose outreach is conducted in a consistent and appropriate manner. Ms. Butler is in the process of obtaining her BA in Psychology with a conc. in addictions from Southern New Hampshire University. Ms. Butler is a certified trainer for the Recovery Coach Academy through the Connecticut Community for Addiction Recovery (CCAR) as well as a Recovery Coach Supervisor trained through the Massachusetts Bureau of Substance Abuse Services. She is a certified trainer in the state of Massachusetts to teach the Drug Endangered Children curriculum as well as the How Being Trauma Informed Improves Criminal Justice Response. Ms. Butler sits on the Drug Endangered Children Steering Committee and the Anti Human Trafficking Task Force through the Plymouth County District Attorney’s Office. She also serves on the public safety subcommittee for the Plymouth County Drug Abuse Task Force. In 2018, Vicky received a leadership award from the Police Assisted Addiction and Recovery Initiative. She has presented at national conferences including the COSSAP National Forum, The Rx Drug Abuse and Heroin Summit and two of PAARI’s National Summits in Washington DC and Harvard Medical School in Boston Massachusetts
