Gail Nicula is an Adjunct Associate Professor of Public Administration in the School of Public Service, Strome College of Business, Old Dominion University. She holds a Ph.D. from Old Dominion University; a Master of Urban Studies, also from Old Dominion University; an AMLS from the University of Michigan and an AB from the University of Michigan.
She developed and teaches two original graduate level public administration courses at ODU. The first, Community Participation (PADM 740), is generally offered in the summer, and uses social capital theory to explore how administrators and residents, working in concert, can improve the quality of life for all residents of a city, town, region, or even a state in some instances.
The second course, Wicked Problems in Public Administration (PADM 653) is a survey course on some of the complex problems that public administration professionals will face during the course of their careers.
Dr. Nicula is a career public administrator, with 30 years at the federal level and additional experience at the city (Virginia Beach) and state level (Michigan and Virginia). She retired in 2013 as Librarian Emerita from the Joint Forces Staff College (JFSC), one of the graduate military colleges of National Defense University.
She is a past-Chair of The Planning Council’s Board of Directors and a current member of the Executive Committee; an Officer of Election in the city of Norfolk; an officer and active member of the Larchmont-Edgewater Civic League; a director of the Hampton Roads chapter of the American Society for Public Administration; a member of the Advisory Council to the School of Public Service at ODU; a member of the American Association of University Professors; and a long-time member of the Special Libraries Association and the Military Libraries Community.
