Responsible and cost-effective decommissioning of clean energy facilities at the end of their performance period has emerged as an important business and environmental consideration, as well as a policy that has caught the attention of state capitals across the U.S. Solar decommissioning policies in the United States vary by federal, state, and local jurisdiction. Sometimes decommissioning policies are tied to a permit or approval required for initial project development. Some jurisdictions require a decommissioning cost estimate and/or the submission of a decommissioning plan and financial assurance prior to project construction. This session will survey decommissioning practices across the U.S., with particular attention to what decommissioning plans entail, how decommissioning costs are calculated, and how different approaches to financial assurance requirements and decommissioning policy impact project cots and operations.
