has over 28 years of electric industry experience in analyzing renewable, retail, and wholesale energy markets - with a focus on renewable Distributed Energy Resources (DER) market analysis.
Tom clarifies how renewable energy market participants, rules, and technology interact for clients by delivering clear and actionable market recommendations, with analysis and quantification of DER revenue uncertainty as foundational elements to business planning and financial investment.
Since joining SEA in December 2013, he has led SEA’s solar and DER practice areas including managing SEA’s Massachusetts Solar Market Study.
For private and utility clients Tom has managed numerous solar and REC market analyses, net metering rate forecasting that have included assessments of all 50 states and supply / demand / price forecasting of northeastern SREC markets.
For public clients he has conducted due diligence and advised on the terms and conditions for a variety of PPA and net metering offtake agreements, and supported RFPs for solar and storage offtake.
For institutional clients, and ongoing for a municipal opt-out aggregator, Tom has analyzed various methods and repercussions of renewable energy procurement to satisfy both environmental and additionality goals.
From 2003-2012, Tom co-founded Boreal Renewable Energy Development to cost effectively implement distributed generation renewable energy projects. Tom’s focus was utility scale distributed wind and solar generation at commercial, industrial, municipal, and institutional sites.
From 1993-2003, Tom worked as an energy consultant for XENERGY (now DNV GL) primarily focusing on and co-managing their retail energy practice and analyzing the impacts of energy efficiency programs.
Tom has a M.S in Resource Economics from University of Rhode Island, and B.A. in Mathematical Methods in the Social Sciences and Political Science from Northwestern University.
