Justin Baca leads the development and implementation of SEIA's research agenda in coordination with the Congressional Affairs, State Affairs, Regulatory Affairs, and Communications departments. Since joining SEIA in July 2008, he has managed all aspectes of SEIA's research, policy analysis and reports including collaborative work with Wood MackenZie Power & Renewables (Previously GTM Research). Justin holds a Masters of Public Administration from the Maxwell School and a B.A. in Government from Cornell University.
