Senior Scientific Program Manager

CDR Thomas Maruna serves as a Senior Scientific Program Manager in the Food and Drug Administration’s (FDA), Office of the Commissioner, Office of Counterterrorism and Emerging Threats. He is principally responsible for administering and managing the Medical Countermeasure initiative intramural research program to aid scientists at FDA develop tools, standards, and approaches needed to assess the safety, efficacy, quality, and performance in medical countermeasure development; further, he supports the FDA’s Chief Scientist in coordinating Agency collaboration between FDA and federal, private partners in the development of Microphysiological Systems to serve as supportive in vitro models as Alternative Methods; and he also serves on the Subcommittee for Disaster Reduction, a Federal interagency body of the U.S. National Science and Technology Council (NSTC), which provides guidance to the NSTC and the Executive Agencies to facilitate and promote disaster mitigation, preparedness, response, and recovery. CDR Maruna joined FDA in 2013, serving as a Senior Regulatory Management Officer in the Center for Biologics Evaluation and Research (CBER), Offices of Blood Research and Review (OBRR) and Tissues and Advanced Therapies (OTAT); following his tenure in OBRR and OTAT respectively, CDR Maruna served in CBER’s Office of the Director, establishing and overseeing CBER’s Data Quality Program. Prior to joining the FDA, CDR Maruna served with the Department of Defense, Armed Services Blood Program as a Medical Laboratory Scientist, Laboratory Supervisor, and finally Quality Assurance Manager, Transfusion Services National Capital Region. CDR Maruna holds a Bachelor of Science degree in Clinical Laboratory Science from the George Washington University, Master of Science degrees in Biotechnology Enterprise and Biodefense from the Johns Hopkins University, and a Master of Arts degree in Defense and Strategic Studies from the U.S. Naval War College. CDR Maruna is licensed as a Medical Laboratory Scientist, a Project Management Professional, and Certified in Public Health.
