Senior Health Policy Researcher

Justin Timbie, PhD is a senior health policy researcher at the RAND Corporation. His research focuses on value-based payment, health care organizational models and their effects on providers and patients, health policy involving the safety net, and real-world evidence generation to support clinical and regulatory decisions. He has over ten years of experience conducting evaluations of complex programs including evaluations of patient-centered medical home programs and global budget payment models. Timbie’s research on health care organization and delivery includes studies of the impact of vertical integration on socioeconomic disparities in care and its effects on rural health care markets. Timbie has provided technical assistance to states implementing value-based payment, and he currently provides policy analysis and evaluation support to the HHS Office of the Assistant Secretary for Planning and Evaluation and the National Evaluation System for Health Technology Coordinating Center (NEST). Timbie has conducted research on quality of care in the Medicare Advantage (MA) program and primary care transformation in federally qualified health centers for over a decade. Timbie received his doctoral degree in health policy from Harvard University and completed a postdoctoral fellowship in the Veterans Affairs Health System.
