John Dalton is President of Power Advisory, an electricity sector-focused consulting firm. He offers over 30-years of experience in energy market analysis, power procurement, and policy analysis and development. He regularly applies this expertise to the offshore wind sector focusing in particular on the administration of competitive procurement frameworks for offshore wind. He has advised a wide range of parties pursuing opportunities to participate in the US offshore wind sector including: (1) assessing offshore wind markets to evaluate offtake opportunities; (2) assessing viable onshore transmission interconnection points for offshore wind projects; (3) reviewing the benefits and risks of alternative offshore transmission development models; and (4) reviewing BOEM’s offshore wind leasing process and participation in lease auctions. He supported a successful proposal in New Jersey’s coordinated offshore wind transmission solution submitted through PJM’s State Agreement Approach (SAA) process and was the project manager for the market study for the New England – Maritimes Offshore Energy Corridor.
