John Cossa is the General Counsel of the Federal Permitting Improvement Steering Council. Mr. Cossa focuses his practice on bringing predictability, transparency, and accountability to the Federal environmental review and authorization process for U.S. infrastructure projects. Mr. Cossa's area of expertise is natural resource development on federally-managed lands and the Outer Continental Shelf, including oil and gas, pipeline, transmission line, renewable energy, and mining development on lands managed by the bureaus of the U.S. Department of the Interior (DOI). Mr. Cossa leverages experience he gained from his time at DOI – first at the Bureau of Land Management’s Office of Land Use, Planning, and NEPA; then at the Office of the Assistant Secretary, Land and Minerals Management; and finally at the Office of the Solicitor – to assist the Permitting Council member implement a host of infrastructure permitting reforms. He hails from the great state of New Jersey and received his Juris Doctorate from the American University Washington College of Law.
