Dr. Balser has 27 years of experience in ecosystem ecology, spatial analysis, and offshore environmental studies and permitting. His experience includes scoping, executing, presenting, and publishing scientific research, as well as leadership roles in U.S. science and research policy. He served as lead author for the Permafrost Chapter within the U.S. Arctic Research Plan, 2017-2021 for the U.S. White House Office of Science and Technology Policy. He has also served as research scientist for Oak Ridge National Laboratory (Battelle & U.S. Dept. of Energy), and as research environmental engineer for the U.S. Army Corps of Engineers (USACE). Dr. Balser leads development of Environmental Baseline Surveys (EBS), Environmental and Social Impact Assessments (ESIA), Environmental Risk Analyses (ERA), and other regulatory documents for offshore energy development in US and international waters. Current projects serve a diverse clientele of federal agencies, developers, and others for offshore wind and other offshore energy pursuits.
