This panel will evaluate the impact of recent changes in law and policy, including implementation of the Biden-Harris Administration’s Permitting Action Plan, and strategies to implement permitting efficiencies and cross-agency coordination. The Administration has established an offshore wind and transmission team, accountable to the Federal Permitting Improvement Steering Council (FPSIC), to develop strategies to promote the effectiveness and timeliness of permitting. The Plan also leverages FPSIC’s authority to facilitate environmental review and authorizations for covered projects, including most of the existing offshore wind projects. We will discuss projects currently under environmental review, their outlook, and how the offshore wind team of experts formed under the Plan can play a role in ensuring that projects are being managed forward to records of decision and implementation in the 2023-2024 timeframe.
