Ellen Breslin is a principal with Health Management Associates with more than 30 years’ experience in health care policy and financing. She has a passion for and commitment to advancing better outcomes, higher quality of life, and health justice for individuals covered under Medicaid and/or Medicare. This includes persons with all disability types including mental illness, substance use disorder, and physical disability who must navigate a complex healthcare system. Breslin is an expert in conducting quantitative and qualitative analyses. Breslin has developed analytical models and data files for state Medicaid programs, managed care plans including integrated care plans and providers including accountable care organizations, and community-based organizations (CBOs). Her work includes developing delivery system reform incentive payment (DSRIP) models for ACOs, state innovation models (SIMs) and cost market impact reviews (CMIRs) for states. Breslin’s professional career includes holding leadership positions in the state and federal government and working with state Medicaid programs, foundations, associations, health-care organizations and plans, providers and consumer-based organizations. Breslin was the first director of managed care reimbursement and analysis for MassHealth, where she developed, negotiated and managed all key financial provisions of contracts including capitation rates, risk sharing and other risk mitigation provisions with all managed and integrated health plans including behavioral health organizations and the senior care options program in Massachusetts. Prior to this, Breslin was a principal analyst for the U.S. Congressional Budget Office, where she developed policy scenarios and budget estimates, worked on national health care reform and wrote reports and testimony for the Congress. Breslin. Breslin has written many reports to advance a better healthcare system for Medicaid and/or Medicare covered individuals for states and many organizations including AcademyHealth, Arnold Ventures, Association for Community Affiliated Plans, Community Catalyst, the Massachusetts Medicaid Policy Institute (MMPI), and the Robert Wood Johnson Foundation. Topics areas include integrated care for dually eligible individuals, CBO partnerships, health equity and justice, and Medicaid managed care financing. Breslin received her master’s degree in public policy from Duke University. She received the Mary Lou Maloney Award 2019, Disability Policy Consortium (DPC), for empowering people with all disabilities in the Commonwealth of Massachusetts.
