Annalisa Baker, MPH, LCSW is a Senior Consultant in Health Management Associate’s New York office with over 25 years of experience in health and behavioral healthcare. Along with a comprehensive understanding of the behavioral health care continuum, Annalisa’s experience includes business operations, project management and finance as well as direct clinical social work practice. She is a member of HMA's Behavioral Health Team that provides policy and operational expertise to non-profit providers, government agencies and a variety of healthcare stakeholders to navigate value-based financing and integrate best practices into healthcare system reform efforts. Her clinical background enables her to incorporate a culturally sensitive, recovery-oriented, trauma and equity-informed framework into her work.
Ms. Baker has led a range of program design projects that served a range of populations, including the justice-involved, maternal-child health and foster care; projects focused on improvement of care coordination, access to recovery-oriented services and SAMHSA certified community behavioral health clinics. Her design efforts have achieved over $16 million in funding for several community-based organizations, as well as a range of successfully awarded state Medicaid procurements.
Annalisa also works with a range of community-based organizations (CBOs) that are not traditionally part of the healthcare service delivery system but provide the social services that impact health and drive progress toward health equity. She has led executive discussions around strategic planning and goal formation toward value-based payment. She has also facilitated the development of regional consortia comprised of CBOs in New York, which has involved the development of business requirements and strategic plans to enhance positioning for collective engagement with value-based payment and managed care contracting.
Prior to joining HMA, Annalisa served in the New York City Department of Health and Mental Hygiene as Director of Administration and Operations in the Bureau of Mental Health, overseeing a budget of over $300 million, which included approximately 300 service provider contracts. Prior to her service with New York City, she was a Clinical Supervisor with children and adolescents at Astor Services for Children and Families where she built a new partnership between Astor’s outpatient clinic and a foster care agency. Annalisa has also spent time in the private sector as a business operations consultant. She received her master’s degree in public health from Columbia University and her master’s degree in social work from New York University.
