David Woodlock recently retired as CEO of the Institute for Community Living, an award-winning not-for-profit human service agency offering health care, mental health care, family support, residential assistance and treatment to nearly 10,000 adults, families and children throughout New York City. His career as an innovator and leader in health care spans across the private, nonprofit and government sectors. He was CEO at Four Winds Hospital, a private psychiatric comprehensive system of care in upstate New York, where he was responsible for the overall executive leadership of the 88-bed inpatient services for children, adolescents and adults that serves more than 5,000 individuals annually. During this time, he also led a major collaborative primary care and child psychiatry initiative. Earlier, Woodlock served in the NY State government for 32 years, including four as a deputy commissioner of the New York State Office of Mental Health, where he was responsible for the children and families system of care. During his tenure, he was successful in securing the largest annual appropriation for children’s mental health services in state history. He spearheaded an early intervention strategy that focused on schools and primary care and led the development of the first-ever statewide children’s plan. The plan represents a consensus of stakeholders throughout the system of care, 125 workgroup members and more than 1,000 participants in public forums on best practices in comprehensive, coordinated social, emotional and developmental health for children. Recently, he co-founded AsOne, a NYC-based health care IPA whose mission is to transform health care through a single voice anchored in family connections. He received his bachelor’s degree in humanities and a master’s degree in special education from Syracuse University. He was an associate in clinical psychiatry at Columbia University’s College of Physicians and Surgeons, and a member of the American College of Healthcare Executives. He has presented nationally for several publications regarding mental health systems and leadership, as well as programs for improving the mental health care of children and families. In 2018, he received the National Council’s Visionary Leadership Award. His book “Emotional Dimensions of Healthcare,” takes you through the medical and social science of health and illnesses. He has served on the board of trustees of the National Association of Psychiatric Health Systems, is a current board member of the NY State Coalition for Children’s Behavioral Health, president of the AsOne IPA Board and vice-chair of the Coalition for Behavioral Health.
