In the United States, approximately 9 million people are released from detention centers each year. Many of these individuals face a re-entry barrier because they lack the documents required to apply for identification. As a solution and to meet the state statutory requirements, Bernalillo County developed a jail booking summary, which is now being used in a collaborative pilot program with the New Mexico Motor Vehicle Department. This jail booking summary is now accepted by all New Mexico Motor Vehicle Department field offices to authenticate a returning citizen's identity, allowing them to apply for a standard New Mexico identification card.
