Valuing Energy Efficiency in Homes

While energy efficiency is often invisible in the home transaction process, many new homeowners or tenants make improvements to their property soon after moving in. But, a lack of energy information in the transaction process translates to lost opportunities for efficiency savings. States and communities across the country are pursuing energy labeling policies using a variety of methods to reveal the value of energy efficiency in homes. As with many newly trending program approaches, residential labeling policies and efficiency standards can be difficult for communities and states to implement, given certain concerns related to resident privacy, real estate impacts, and program applicability and affordability. This session will explore lessons learned from Vermont and Connecticut efforts to institute residential energy labeling programs in order to meet greenhouse gas and equity goals. Topics include program planning and development, stakeholder engagement, and program implementation.
