The Decarbonization Playbook: State Strategies to Scale the Market

Policy frameworks aimed at decarbonizing our economy are gaining support at the federal level and in a growing number of states with 100% clean energy goals. For example, New York State’s Climate Leadership and Community Protection Act established a statutory goal to fully decarbonize the state’s entire building stock by 2050. Meeting this goal will require rapidly ramping up to a run rate of decarbonizing 200,000 New York homes per year by 2030, reaching the entire market over a period of time that will capture no more than two heating system replacement cycles for most homes. This session will share the playbook that California, Massachusetts, and New York are using to rapidly scale building electrification. We will review the policy, program, and market engagement strategies being deployed in these states, including: establishing decarbonization goals; rethinking cost-effectiveness frameworks; overcoming both technical and market barriers to heat pump adoption; workforce development and supply chain engagement; and equitable approaches to electrify low and moderate-income households without increasing energy burden or risk.
