Mr. Terry Riley is in his eighth year as a coordinator in the Office of Federal Programs and Support, Special Education for the West Virginia Department of Education. He is dual certified to teach gifted and specific learning disabilities. In addition to responsibilities as the coordinator for gifted services, he handles technical support for Section 504 of the Rehabilitation Act of 1973, is part of the IDEA Part B Data Team including compliance indicators 4b, 9, 10, 11 and 13, responsible for the LEA annual desk audit and the LEA determination process. He also handles informal complaint issues and overall support in special education policy and technical assistance to LEAs. He previously served as a special education teacher for 13 years at the junior high level, five years as an elementary principal, and ten years as a LEA central office director with varied responsibilities during that time including special education, elementary curriculum, chief instructional leader, Title II professional development, District Test Coordinator, Section 504, Medicaid and the Universal Pre-Kindergarten Program.
