Dr. Hala Elhoweris is a professor and the Chair of the Special Education Department at the United Arab Emirates University (UAE); holding a PhD in Educational Psychology with emphasis on Special Education from Oklahoma State University. Dr. Elhoweris is a collaborator of the Cooperative Synergy Group. Her research areas of interest include diversity and teaching and assessing students with special needs and gifted and talented. Dr. Elhoweris participated in several national projects in relation to STEM and Gifted education. She led a professional development blended training program for the UAE Ministry of Education teachers on teaching gifted students. Dr. Elhoweris is a certified observer and trainer of the DISCOVER assessment model. She gave several presentations in various international, regional and local conferences pertinent to teaching and assessing students with gifts and talents, using the DISCOVER Model as an assessment tool, and identifying gifted learners from diverse cultural backgrounds. Additionally, Dr. Elhoweris published several research articles and book chapters on special education and gifted and talented areas. She offered several consultancy services on several programs related to gifted education to governmental and non-governmental organizations in the UAE.
