Joel Weaver was born and grew up in Congo-Kinshasa in Central Africa. He has a degree in English and Engineering from California Polytechnic State University, San Luis Obispo and a graduate degree in English as a Second Language from the Department of Second Language Studies at the University of Hawaii at Manoa. During his career in International Education, Joel has taught ESL at all levels, established ESL teacher training programs, and run ESL schools and programs around the world. Currently he is the Director of the Hawaii English Language Program (HELP), a teaching and training unit of the Department of Second Language Studies at the University of Hawaii at Manoa.
Mr. Weaver has been instrumental in promoting international education in Hawaii, establishing the Study Hawaii Educational Consortium, a statewide group of 25+ institutions that promote increased international education as a cultural and economic good for Hawaii. In addition to being President of Study Hawaii, Joel is also an officer on the Hawaii Pacific Export Council where he serves as Education Committee chair.
A past member of NAFSA's Trainer of Trainers Corps, Joel presents at regional and international conferences on topics related to strategic international enrollment management, economic impacts of international education, and student visa policies and practices. His current research in the area of International and Global Education extends his passion to open pathways for disadvantaged students from the developing world to improve their lives and those of their communities through greater access to educational opportunities.
