Kondo worked as magazine reporter for nine years, then he obtained MSc and PhD in the UK in the field of social psychology. He has worked as an international program coordinator (both inbound and outbound) at Osaka University since 2001. In Fall of 2020, Kondo received two JSPS fundings as the research leader; Revewing Inter-institutional Student Mobility Prgrams in the Post Pandemic Context (20KK0052) and Renewing Definiton of 'Student Mobility' in the Highly Digitalized Society (20K20825).
