Mr. Ross is Chairman of EarthBalance®, the firm he founded in 1985 to provide high level environmental consulting and restoration services. He holds a MS degree in Ecology and BS degree in Forestry from the University of Tennessee. He is certified as a Senior Ecologist by the Ecological Society of Wetland Scientists and a Professional Wetland Scientist by the Society of Wetland Scientist.
As a leader in the environmental policy arena and a managing investor to develop wetland mitigation banks in Florida and Alaska, Mr. Ross has played a leading role in developing emerging ecosystem services trading markets. In his leadership capacity of the National Mitigation Banking Association (NMBA), he contributes to the national policy dialog on the role of private markets for achieving the nation’s environmental goals. Working across multiple federal departments to find common ground, Mr. Ross co-authored Universal Principles of Mitigation for the NMBA, a simple guide to the creation of offset credits for any type of environmental impact.
Mr. Ross has been at the forefront of environmental mitigation policy for more than three decades. From 2007 through 2011, he chaired the Florida Environmental Regulation Commission. He served as Vice-president and President of the Florida Association of Mitigation Bankers in 2011-2012 and as Chair of its Legislative Committee in 2013 and 2014.
