Brad Livingston, Statewide Wetlands Program Lead, Oregon Department of Transportation: I have been working in wetlands for over 20 years, beginning at the renowned Penn State Cooperative Wetlands Center where myself and a team of interns completed comprehensive wetland delineations at over 100 wetlands in central PA. My first 2 years in Oregon were spent in private consulting before moving to the Oregon Department of Transportation, where I have worked for the last 18 years. My current role is to lead policy development for wetlands and waters of the US as it pertains to transportation projects. I also manage our Mitigation and Conservation Banking Program, our Environmental Monitoring Program, and oversee implementation of our Habitat Conservation Plan. My goal is to contribute to innovation in the wetlands and waters regulatory community of practice. Some key projects I’ve led include development of the first Full Delivery Contracting for Streams and Wetlands Compensatory Mitigation in Oregon; project management for the Circle Creek Floodplain Restoration Project, which Reduced flood frequency and duration on a section of US 101; and, establishment of the Vernal Pool Mitigation/Conservation Bank as the 1st Conservation Bank in Oregon. I am motivated by implementation of first-class projects employing modern ecological restoration methods
