Richard Darden is an Ecologist with the Federal Highway Administration Office of Planning Environment & Realty (HQ) with over 30 years of experience in the environmental permitting world. At FHWA Richard serves as the HQ SME for wetlands and waters of the U.S. and works closely with the National Transportation Liaisons at USACE and USCG. Richard’s previous experience includes positions as a Regulatory Project Manager in the Corps of Engineers Charleston (SC) and Alaska Districts as well as Program Manager at Corps headquarters. In these positions, Richard was principally involved in regulatory NEPA compliance, One Federal Decision and other infrastructure-related efforts, as well as leading Charleston District jurisdiction practices since the 2006 Supreme Court opinions in Rapanos-Carabell and continuing through the 2020 Navigable Waters Protection Rule (and back). Richard has managed lead and cooperating agency EIS preparation for major mining, nuclear and coal-fired generation, highway and rail terminal transportation, pipelines, and mixed-use developments. Richard earned a Bachelor of Science in Biology from Arkansas Tech University, a Master of Science in Zoology from Northwestern State University (LA) and a Ph.D. in Biology from University of Southern Mississippi.
