Jeff is the Senior Project Manager for Habitat Enhancement with the Yuba Water Agency located in Marysville, CA. His primary role is managing the 157-acre Hallwood Side Channel and Floodplain Restoration project-located on the Yuba River. Prior to his work with Yuba Water, Jeff served as Senior Business Development Director for Westervelt Ecological Services. He has over 25 years of experience in the field of land appraisal, land acquisition, utility relocation, and project management for public transportation projects, including acquisition of
habitat values needed prior to the issuance of regulatory permits. This experience helped Jeff guide Westervelt's strategic development of mitigation projects to serve a variety of client needs. Jeff also led the market research effort for Westervelt, including a systematic review of public and private development projects within Westervelt's bank service areas, and monitored regional development trends. Prior to joining Westervelt, Jeff served as Deputy Director and Acting Director of Real Property for the California High-Speed Rail Authority. Jeff has extensive knowledge of land use planning and transportation planning, including over eight years of experience as a city and county planning commissioner.
Over his career, Jeff has worked to deliver habitat values for infrastructure projects across the western United States. He has a keen
understanding of government contracting processes, transportation funding constraints, transportation project development, and project
management. Jeff has been both a buyer and seller of habitat values for transportation projects, having drafted the first mitigation
purchase agreement for the California Department of Transportation in the late 1990s. Jeff holds a Bachelors Degree in Social Science and a Masters Degree in Public Administration from California State University, Chico.
