Mr. Joyner over 25 years of experience as a Corps Regulatory Project Manager involving CWA Section 404 and RHA Section 10 permitting, CWA jurisdictional determinations, Compensatory Mitigation, Habitat Restoration, EIS, NEPA, ESA, and NHPA. Mr. Joyner started his career with the New Orleans District, US Army Corps of Engineers and transferred to the Walla Walla District in 2001.
