Elizabeth R. Friel is the Executive Director of the Living River Trust, located in Norfolk Virginia and serving the entire Hampton Roads region. The Trust uniquely works both as a conservation non-profit and a fee-based mitigation administrator. While mitigation and conservation the primary missions of the Trust, the organization is also developing conservation responses to sea level rise and conservation and public land access opportunities for underserved communities.
Ms. Friel previously served as Executive Director to the Northern Neck Land Conservancy and worked with the Historic Virginia Land Conservancy in a variety of roles; as Assistant Director, Stewardship Manager, Board member and as a consultant where she provided land use policy and conservation planning counsel. While working with HVLC, Ms. Friel also successfully managed the Conservancy’s initial accreditation process through the Land Trust Alliance. She is a Board member of the Virginia United Land Trust professional group.
Ms. Friel worked previously as a professional urban planner in Virginia for more than twenty years. Ms. Friel worked in progressively responsible positions in rapidly developing communities in Virginia. She served nine years as the Planning Director for the City of Falls Church. Throughout her career Ms. Friel has been a Board member of the American Planning Association-Virginia Chapter and is past President of the organization.
