Beattie Williams is a Principal Technical Director for ARA specializing in software development projects. Ms. Williams has a diverse background ranging from systems engineering to environmental analysis to emergency evacuation. As such she has considerable insight regarding the policy and program implications of work for which she has been responsible. Ms. Williams has over 30 years of software development experience, with expertise in database design, large, scalable complex web applications, project management, GIS applications, and mobile platform development. She has developed software for governmental agencies, private businesses, and industrial applications.
Ms. Williams oversees ARA’s development team for the Regulatory In-lieu Fee and Bank Information Tracking System (RIBITS). RIBITS is the US Army Corps of Engineers’ (Corps) national wetland mitigation bank tracking system and is currently being deployed across all 38 Corps Districts; used by multiple USFWS offices and NOAA NMFS; and used by state and local regulatory organizations as well as the mitigation banking community. This system provides accountability in tracking wetland, stream, and endangered species habitat mitigation credits released and sold by mitigation and conservation banks. RIBITS also serves as a cyber repository of documents related to the establishment of mitigation banks, habitats, and ecological progress. During the course of this project, Ms. Williams facilitated system requirements definition with multiple Corps Districts and other federal and state agencies including EPA, USFWS, Federal Highway Administration, USDA, and NOAA NMFS.
