McGowan has worked in both the private and public sector for more than 25 years to conserve Nevada’s natural resources. He currently serves as the Program Manager for the State of Nevada's Sagebrush Ecosystem Program. The Program is dedicated to developing plans and tools to enhance, protect, rehabilitate, and restore sagebrush ecosystems within the State, with a primary focus on Greater Sage-grouse habitats. The Program administers the nearly statewide sage-grouse and sagebrush ecosystem mitigation plan through the implementation of the Conservation Credit System that the program developed. He has served on the State of Nevada’s Sagebrush Ecosystem Technical Team since its inception in 2012. McGowan has a B.S. in Geography (Landforms and Climatology) from the University of Nevada, Reno and is a Certified Public Manager.
