Ms. Dyer is the Chief Executive Officer/General Manager at the San Bernardino Valley Municipal Water District located in southern California. Since becoming the CEO/GM in January 2020 she has re-envisioned how the District positions itself for the future, focusing on building regional collaboration, multi-agency partnerships, and strategic initiatives to address the many challenges related to water supply, environmental degradation, and climate change. She has recently completed the District’s first ever Strategic Plan, kicked off a Climate Adaptation and Resilience Plan, is currently developing a Forest Headwaters Resiliency Partnership to reduce catastrophic wildfire risk on nearby National Forest land, and is nearing completion of the Upper Santa Ana River Habitat Conservation Plan (HCP), a regional environmental compliance program that will protect 20+ native species of the Santa Ana River Watershed and permit 100 water supply projects over 50 years. The HCP is implementing recovery actions for a federally protected fish species, the Santa Ana sucker, and 20 other special status species in addition to conserving nearly 2,000 acres of land for restoration, long-term protection, and management. Prior to becoming leader of the agency, Ms. Dyer worked for six years as the District's endangered species biologist, developing the HCP as an integrated, holistic solution to meet the needs of both a reliable water supply and a healthy riverine ecosystem. Ms. Dyer has also worked for the U.S. Fish and Wildlife Service and the U.S. Forest Service as a Biologist. She earned a Bachelor of Science in Resource Biology from University of Louisiana, Lafayette, a Master of Science in Marine Biology from Nicholls State University, and an Executive MBA from the Peter F. Drucker Graduate School of Management in Claremont, California. Ms. Dyer's superpower is assembling world-class, multi-disciplinary teams to solve complex problems.
