David Zippin, Ph.D., Vice President and Practice Leader for ICF.
David Zippin is a Vice President and Practice Leader at ICF, a global consulting firm, for habitat conservation planning and implementation. He oversees a group of over 25 experts around the country who prepare and implement conservation plans their NEPA documents under the federal Endangered Species Act (ESA) Section 10 and relevant state ESAs. These conservation plans include habitat conservation plans (HCPs), Safe Harbor Agreements (SHAs), Candidate Conservation Agreements with Assurances (CCAAs) and “permit-less” non-regulatory conservation strategies for a wide range of listed and non-listed species. Dr. Zippin has worked in this field for over 30 years. He has managed, overseen, and supported technical teams for over 75 HCPs and their NEPA documents in 30 states and territories. David is currently leading HCPs in Guam, Hawaii, Washington, Oregon, California, Texas, Minnesota, Michigan, and Wisconsin.
Dr. Zippin is a nationally recognized expert in large-scale, multi-species HCPs, often with multiple co-applicants. He teaches ESA compliance, HCP preparation, and HCP implementation at the University of California, Davis, Continuing and Professional Education Program. Since 2010, David has taught the HCP preparation course to hundreds of U.S. Fish and Wildlife Service staff and HCP applicants at the National Conservation Training Center. David also serves as a founding member and on the Board of Directors for the National HCP Coalition, a national organization of large-scale HCP sponsors and their practitioners.
David received a B.A. in Ecology, Behavior, and Evolution from the University of California, San Diego, and a Ph.D. in plant ecology and conservation biology at the University of Texas at Austin. In his spare time, David enjoys scuba diving, underwater photography, traveling, hiking, and road biking.
