Mitigation Program Manager

Andrea Seager works as the mitigation program manager for the U.S. Army Corps of Engineers (USACE), Portland District, Regulatory Branch. For over a decade Andrea has worked in natural resource management, focusing on aquatic ecosystems. From studying aquatic species health and diversity in the agricultural ditches of Nebraska to working as a park ranger in Georgia, she eventually made her way to Oregon. Once in Oregon, she spent six years as a project manager for the USACE, Portland District, Regulatory Branch and in 2020 became the Branch mitigation program manager and subject matter expert. Additionally, she serves as the Regulatory Branch technical point of contact for streams and stream mitigation. In her current role she participates on the interagency review team for the state as well as in the interagency team developing Oregon’s stream mitigation protocol.
