Restoration Ecologist/Compensatory Mitigation SME

Michelle Mattson is an ecologist with 25 years of professional experience in ecosystem restoration, assessment, and regulatory compliance as a consultant, Corps' regulator, and at the Institute for Water Resources (IWR). Michelle is a compensatory mitigation subject matter expert (SME) supporting national and regional training courses, mitigation banking and other compensatory mitigation efforts. She has spent her career in the field working with restoration teams to design, install and monitor restoration projects and programs and leading teams in doing this work. At IWR, Michelle works with the Regulatory Division to support compensatory mitigation training, policy development, and coordinating with federal partners on future needs. She also works with the Civil Works Operations Division, the Hydrologic Engineering Center (HEC) and The Nature Conservancy (TNC) in supporting the management of the Sustainable Rivers Program (SRP). SRP is helping Corps Districts evaluate operational flexibility for implementing environmental flows (e-flows) to improve up and downstream ecosystem processes by simply altering the timing and amount of water releases. IWR tries to keep ahead of the needs of the Corps, federal partners, and the water resources industry through their New Horizons program. Michelle takes advantage of this program when possible to identify opportunities to improve processes and move ecosystem restoration forward to varying degrees. Several efforts in this area include exploring Public Private Partnerships (P3) with Civil Works compensatory mitigation needs, evaluating stream barrier and crossing removal and replacement programs, and the use of Applied Learning Environments (ALEs) or "gaming" to improve communication and problem solving among teams on water resources issues.
