Dave Koubsky is an environmental scientist with over 35 years of experience in upland and marine restoration work. Dave has worked as a state environmental regulator, environmental consultant and most recently as a mitigation project manager with the Living River Trust, a not-for-profit In-Lieu Fee mitigation organization focused on shallow water marine mitigation and land conservation. Dave is presenting an overview of the Living River Trusts In-Lieu Fee program that includes active sub tidal mitigation projects located on state owned land within in the Elizabeth River watershed in Hampton Roads Virginia.
