Kara Hellige is the Chief of the Southern Colorado Branch, US Army Corps of Engineers, Regulatory Division, Albuquerque District. Kara has over 20 years of Regulatory experience and has reviewed numerous mitigation bank instruments. She has also led the Interagency Review Team for multiple mitigation banks, as well as the in-lieu fee program located on US Forest Service land in western Colorado. In 2014, Kara led a panel discussion on water rights as it relates to mitigation banks at the National Mitigation and Ecosystem Banking Conference. She also recently provided a water rights webinar for the Association of State Wetland Managers Compensatory Mitigation Training series.
