Linus Paulus has over 21 years of experience working in the Real Estate Branch of the State of California Department of Water Resources. He currently manages the Acquisition and Appraisal functions to acquire property rights for flood, State Water Project, habitat restoration, and other purposes across the State. Recently Linus has been involved in the acquisition of properties to meet an 8,000-acre USFWS BiOp requirement, and a 30,000-acre NMFS BiOp requirement. He has also participated in the successful development and award of an innovative RFP process to design, permit and construct multiple completed restoration projects along with the transfer of the project properties to the State. Earlier in his career at DWR, Linus managed DWR’s Property Management, and Encroachment Permit activities, performed fair market value appraisals. He has also developed policy and procedures to deal with unauthorized encroachments, drafted and managed contracts for right of way consultants, performed condemnation activities, and successfully worked with railroads and utilities. Acting as DWR’s Program Manager, Linus has successfully coordinated multiple Cal-Trans highway relocation/expansion projects to address impacts to DWR facilities across the State. Linus has a Bachelor's Degree from CSU Sacramento with a major in International Business and a minor in Economics. Linus is an engaging speaker who sprinkles in war stories and pictures to engage the audience, he is a frequent speaker on the Conference circuit having presented previously at the 2018, 2019, and 2020 NMBEC Conferences and at the 2018 and 2021 International Right of Way Association Conferences.
