For those already familiar with the IRT Review Process, this half-day workshop will focus on training based on the soon to be released IRT Workbooks designed for Banks , ILF programs and ILF project sites. The workbooks are designed to support a thorough and efficient review of proposals and tools for organizing comments during review for the novice to the experienced regulator. The training will require some advanced reading and include facilitated group work reviewing and discussing an example mitigation bank instrument following the workbook questions.
Specific focus for Monday’s ½ day pilot will be on the Performance Standards, Monitoring, and Long-Term Management sections of the Mitigation Bank Instrument Review workbook.
Virtual attendees can listen to the intro and overview and reporting back of the smaller breakout groups.

In 2020-2021, EPA and its contractor, Ecosystem Planning and Restoration (EPR) developed Interagency Review Team (IRT) checklists. These checklists and workbooks drew upon materials and examples used in the National Interagency Review Team Mitigation Bank & In Lieu Fee Program courses held at the US Fish and Wildlife Service’s National Conservation Training Center. The workbooks and checklists were developed with extensive review by a steering committee of federal and state agencies as well as non-profit organizations. Separate workbooks/checklists were developed for mitigation banks, ILF programs, prospectus for each, and ILF project sites. Each workbook considers all applicable elements from the 2008 Mitigation Rule.
