To meet the goals of the U.S. Clean Water Act (CWA) and Oregon’s Removal-Fill (R-F) Law, interagency partners in Oregon have developed an integrative, systematic, and function-based approach for stream and wetland mitigation in Oregon. Through a brief series of presentations and interactive demonstrations, we will:
• highlight development of those scientifically credible function-based assessment methods,
• explain how function-based assessments fit into Oregon’s mitigation accounting protocols,
• discuss key elements and tools that support mitigation decision-making that considers effected functions and services, and
• outline aspects of the implementation process in Oregon that helped facilitate acceptance and implementation of the new approach in the state
Challenges and solutions identified in Oregon will benefit others in developing their own unique, function-based mitigation approaches.
