CAPT Joseph (Sean) Cavanaugh M.D. (USPHS) is a public health physician and the Chief of the International HIV Prevention and Treatment (IHPT) for the U.S. Military HIV Research Program (MHRP) at the Walter Reed Army Institute of Research (WRAIR), a position he has held since October 2020. He currently supervises the development and refinement of WRAIR’s President’s Emergency Plan for AIDS Relief program (PEPFAR) in Tanzania, Uganda, Nigeria, and Kenya and contributes to relevant programmatic research in these countries. He also serves as the Deputy Principal to the Office of Global AIDS Coordinator (OGAC), supervises the Associate Directors for IHPT, and coordinates with WRAIR’s primary implementing partner, the Henry Jackson Foundation. Prior to joining WRAIR, he worked at the U.S. State Department Office of the Global AIDS Coordinator (SGAC), serving as the Director of HIV Care and Treatment for two years, and Senior TB/HIV Technical Advisor for two years before that. CAPT Cavanaugh also worked with the Centers for Disease Control and Prevention (CDC) for eight years, working as both a Medical Officer and Epidemic Intelligence Service Officer with the Division of Global HIV and Tuberculosis (DGHT), and the Division of Tuberculosis Elimination (DTBE).
