Frank Demes is the Executive Director of Case Western Reserve University’s (CWRU) Division of Public Safety. He oversees Case Western Reserve University’s police and security services, which includes communications, security systems, emergency management, facilities security and CWRU EMS. Demes joined Case Western Reserve University in November 2015. Since joining CWRU, Demes has increased community outreach through presentations and through community police programs such as bike patrol, ALICE and RAD.
Prior to CWRU, Demes was the Assistant Chief at George Washington University (GW) and was with the university since 1989. He received his BA from State University of New York, and obtained an MFA from The George Washington University. Demes is also a graduate of the Military Police Academy and the IACLEA Executive Development Training Institute.
Demes was instrumental in creating the GW Bike Patrol unit in 1993 and was an active trainer from the early 1990’s through 2015. He assisted with the development of the IPMBA EMS Cyclist Course, after developing a similar on-bike training course for the George Washington University Emergency Medical Response Group (EMeRG) in 1996.
As a now retired IPMBA Instructor-Trainer for both the Police and EMS programs, he is still passionate about cycling. Throughout his career Demes served as an instructor for use of force, defense tactics, spontaneous knife defense, sexual assault response, DC Criminal Code, Alternatives to arrest, Behavioral Profiling and Bias Based Policing and customer service training. Additionally, Demes served as an Adjunct Professor at surrounding Washington, D.C higher education institutions.
