Patrick McElwain has over 20 years of federal law enforcement experience with Homeland Security Investigations (HSI) and the U.S. Customs Service. Patrick is the Assistant Director of International Operations where he oversees HSI's global presence of over 500 personnel, including over 180 special agents deployed to 93 offices in 56 countries who conduct investigations against transnational criminal organizations, terrorists, and other criminal organizations which threaten U.S. national security. Prior to his current role, Patrick served as the Deputy Assistant Director for the Counter Proliferation Unit and the Director of the Federal Export Enforcement Coordination Center (E2C2) for HSI. As Director of the E2C2, Patrick oversaw the program which serves as the primary forum for enforcement and intelligence agencies to coordinate, de-conflict, and enhance export enforcement actions to prevent, investigate, and prosecute violations of U.S. export control laws. Patrick previously served as the Regional Attaché at the ICE Attaché office in Vienna, Austria, with direct oversight of offices in Athens, Moscow, and Vienna.
