David Holl is the Director of Public Safety for Lower Allen Township, Cumberland County, PA. In that role he oversees the police department, emergency medical services, is the liaison to two Township volunteer fire companies, and serves as the municipal Emergency Management Coordinator. He serves as President of the PPVAR Board of Directors and Co-chairs the TMA-AVS-01 Scoring Standards Committee where he leads the ECC Communications Working Group. Director Holl retired as Lieutenant/Assistant Chief of Police after 32 years with the Derry Township Police Department, Hershey, PA. He also served as a Deputy Director with the PA Emergency Management Agency for 5 years.
He holds a bachelor’s degree from Juniata College, Huntingdon, PA, a master’s degree in Criminal Justice from the University of New Haven, West Haven, CT, a master’s degree in Public Administration from Penn State University, and is currently enrolled in a doctoral program at American College of Education. Director Holl is a 2003 Graduate of the FBI National Academy, holds numerous public safety certifications, and has received several professional awards.
