Lee Miller is the Chief Operating Officer of the Institute for Intergovernmental Research (IIR). In this role, he is leading and supporting the Criminal Justice Initiatives, Law Enforcement Safety and Wellness, National Policy Engagement and Information Sharing, Regional Information Sharing Systems (RISS), Youth and Community Justice Programs, and Victim Services and Support sections within IIR, enabling him to develop and guide existing and new projects for IIR and remain focused on national issues and broad trends within the criminal justice community. Mr. Miller retired from the Virginia State Police (VSP) in 2019 with the rank of major. While serving with the VSP, he held supervisory/command-level positions, in which he oversaw functions such as intelligence, communications, information technology, legal, criminal justice information services, property and finance, human resources, and training. In 2004, Mr. Miller was tasked with the development of the Virginia Fusion Center (VFC).
