Lyla has served as the Legal Program Manager for the Northern VA Criminal Justice Training Academy for 10 years. She teaches all legal classes to the basic recruit class, which is over 200 hours of legal training per year. She provides live and online in-service training. She has trained over 20,000 officers in her current role.
Lyla has presented for NOBLE, IACP, and the FL Police Legal Advisors Training Program. She is the lead instructor/coordinator for LEA ONE, which provides legal training to law enforcement officers and attorneys. Lyla is a certified mediator in family law, federal workplace disputes, organizational development and conflict resolution. She is certified in critical incident stress management and is a legal subject matter expert for the VA Dept. of Criminal Justice Services.
Lyla is a former Assistant and Senior Assistant Commonwealth’s Attorney in VA Beach. She prosecuted several thousands of cases for almost 9 years.
Lyla is licensed to practice law in VA and D.C. She is a member of the FOP, IACP (LOS Board), VACP, ILEETA , VA Mediation Network, D.C. and VA Bars. Lyla holds a Juris Doctorate, and two undergraduate degrees in Spanish and Marketing.
