Bill O’Toole retired as Assistant Chief of Police from the Montgomery County (MD) Police Department after 26 years of service. Assistant Chief O’Toole has held numerous executive positions, including Director of the Training Division, Chief of the Field Services (Patrol) Bureau, and Chief of the Management Services Bureau, which included the Training and Personnel Divisions. He has also served as Acting Chief of Police. Upon his retirement, Bill was appointed as the Executive Director of the Northern Virginia Criminal Justice Training Academy, a large regional law enforcement training academy that provides training to nearly 3,000 police officers and deputy sheriffs from 17 agencies. He served in that capacity for 10 years until retiring again in 2016. He has recently served as lead consultant for three comprehensive studies of recruitment, hiring, and training academy operations. Mr. O’Toole, a graduate of the FBI’s National Academy, holds a Bachelor’s degree in Criminology from the University of Maryland and a Master’s degree in Management from Johns Hopkins University.
