Chief Chris Skinner became Eugene’s police chief on April 30, 2018. Previously, Chief Skinner served as Richland, Washington’s, chief of police since 2011. Chief Skinner began his public safety career in 1991 working for a variety of public safety agencies. Eugene is home to the nationally recognized CAHOOTS program that offers an alternative response to behavioral health calls for service. With 30 years of experience, the Eugene Police Department and CAHOOTs have responded to community needs. Chief Skinner oversees the contract and service level agreement as the program continues to expand and find new and creative ways to meet one of the highest per capita homeless populations in the nation.
Chief Skinner is currently the president for Oregon Association Chiefs of Police. Chief Skinner earned a master’s degree in business administration from George Fox University and a bachelor’s degree in law enforcement and psychology from Western Oregon University. He is a graduate of the FBI National Academy as well as the Portland State University Executive Leadership Institute.
