Deborah “Debs” Spence is an Assistant Director at the US Department of Justice’s Office of Community Oriented Policing Services (COPS Office). She provides strategic leadership and oversight for public-private partnerships, the production of knowledge resources and engagement forums, and the $20M portfolio of classroom and online training for law enforcement officers. In her 18 years with the COPS Office she has led efforts to create new grant programs for state and local law enforcement, launched the COPS Training Portal for online learning, represented the COPS Office on numerous federal interagency task forces, and in 2015 served as the project manager for President Obama’s Task Force on 21st Century Policing. She reguarly speaks on behalf of the office at conferences across the country and is the author of multiple practitioner-oriented guidebooks and articles, including two reports to congress on law enforcement mental health and suicide. Debs holds a MSci in Justice, Law, and Society from American University as well as a MA(Honours) in Modern European History from the University of St. Andrews in Scotland.
