Theresa Segovia is the Senior Advisor for Law Enforcement and HCPA Gender Affairs for the Department of Justice, Community Relations Service. Ms. Segovia builds alliances and leads collaborative efforts across agencies and national networks, in support of department-wide priorities of strengthening police-community relations, reducing jurisdictional tensions and conflicts,and supporting communities, as they work to prevent and combat bias incidents and hate crimes. Through this work, she supports advancing equity and equality for communities throughout the United States. Ms. Segovia previously held the position of Associate Director of the Community Relations Service, with responsibility for national field operations. She has over 20 years of police-community relations experience, providing subject matter expertise to address and resolve civil unrest.
Ms. Segovia entered federal service after spending over a decade with the Houston Police Department, as a senior trainer at the academy. She is a graduate of the Federal Executive Institute and the University of Maryland and holds a certificate in Public Sector Leadership from Cornell University.
